			<content:encoded><![CDATA[<p>The role of the Managing Agent has changed greatly over the years but if you analyse the subject of complaints we receive then they fall in to 2 categories.</p>
<p>They are either to do with parking or refuse collection. I’ll tackle car parking first and refuse\recycling in my next blog.</p>
<p>The view is that Managing Agents should deal with car parking management and have an instant solution to all the parking problems that befall our residents. Often we hear the same story time and time again about who has parked where and when, why they have no right to park where they did, how many cars a flat may own etc etc. Whilst I accept that some people do not seem to be able to follow some simple rules it is our love of the car that means this is such an emotive subject. Add to this the fact that garages are no longer used to park cars in then the congestion in already overcrowded parking areas means tempers will soon fray.</p>
<p>Our problem has been the lack of clarity, in law, as to what can be done on private land to reduce or address this problem. Clamping was the only deterrent that worked but that has now been outlawed. The interrogation of DVLA for registered owner details of a vehicle has now become a bureaucratic nightmare and even if they concede to release details often it is several weeks before we get the required information. In the meantime our clients wonder what can be taking so long!</p>
<p>It has also become more difficult to identify an abandoned vehicle. In the past you simply went by the date on the Tax disc but now with SORN this is no longer an indicator. Putting a notice on a vehicle is not always successful but Local Authorities will often shirk this responsibility citing the fact that the vehicle is on private land as an excuse.</p>
<p>There is no solution to all of this and sadly more of our time is taken up with such matters but I fear the intensity of the problem will grow as the number of vehicles on our road grows.</p>
